The Lansing Board of Water & Light trades a chunk of its coal-fired past for the clean burn of a gas-fired future Monday when the utility dedicates a $182 million power plant on Washington Avenue four blocks south of Interstate 496.
With the click of a start button projected onto a giant screen for the public to see, the REO Town Cogeneration Plant begins commercial operation around 9:45 a.m., culminating six years of planning and 26 months of construction — and possibly sparking neighborhood revitalization....
